Community board rebuffs MSG bid to stay on top of Penn Station

Madison Square Garden faced a tough crowd at Manhattan Community Board 5 Thursday, which voted against a permit allowing MSG to operate permanently above Penn Station. Instead, the board backed a permit that gives MSG another three years.
